Government paving contracts and asphalt paving bids for paving contractors
Government paving contracts are posted on SAM.gov every week, but they rarely say "paving" in the way a paving company searches. On October 31, 2026 the public SAM.gov file held 7,888 federal solicitations with a response date still ahead, and 52 of them were paving, road, parking lot or airfield pavement work. Another 38 were posted in the last 30 days. Federal Highway Administration offices held 21 of the open ones, the Department of Defense 18 and VA 7. FederalContracts reads every new federal notice the morning after it posts, scores it out of 100 against your services, codes, set-asides and states, and sends one short list with the best fits first.
A road titled "ID FLAP KOOTEN 8450(1)" is paving work, and a keyword alert will never tell you.
| Match | Solicitation and agency | NAICS | Set-aside | Place of performance | Response due |
|---|---|---|---|---|---|
| 93 | Administrative Parking Lot Repairs | 237310 | Total small business | Colorado | 23 Nov |
| 81 | GAOA Brainard Lake Recreation Area Deferred Maintenance | 237310 | Total small business | Ward, Colorado | 17 Dec |
| 76 | Paving Acquisition Vehicle - Rockies (PAV-R) IDIQ Sources Sought | 237310 | Total small business | Colorado Springs, Colorado | 20 Nov |
| 76 | Repair Taxiway Alpha & Bravo - North Auxiliary Airfield | 237310 | Total small business | North, South Carolina | 2 Dec |
| 76 | Z--Access Road Repair National Elk Refuge | 237310 | Total small business | Not stated | 14 Dec |
How do you get a government paving contract?
You get a government paving contract by registering in SAM.gov, then answering open solicitations under NAICS 237310 (highway, street and bridge construction), 237990 or 236220 for parking lots and airfield pavement. Federal Highway Administration projects go to sealed bids on larger roads. Navy, Army, Air Force and VA post taxiway, parking and access road repairs, many set aside for small business.
| Where the work is | Typical buyers | What it looks like | How you get in |
|---|---|---|---|
| Federal lands roads | Federal Highway Administration for National Park Service, Forest Service and Fish and Wildlife roads | Road reconstruction, resurfacing, pavement preservation, bridge approaches | |
| Airfield pavement | Navy, Air Force, Army installations | Taxiway, apron and runway repair, joint sealing, marking | |
| Parking lots and access roads | VA medical centers, Army Corps districts, Army installations | Seal and stripe, re-slurry, repair and resurface, speed bumps, erosion control | |
| Forest and refuge road maintenance | Forest Service, Fish and Wildlife Service | Aggregate surfacing, grading, culverts, entrance roads | |
| Multi-region preservation | National Park Service regions through FHWA | Pavement and bridge preservation across several parks |
The ranked list covers the SAM.gov side every morning. On Capture it adds New York City bids from the City Record, so a city street resurfacing bid and a federal parking lot repair land in the same list. State highway lettings and county bids are not covered.
Paving contracts for bid in a typical month
In the 30 days before October 31, 2026, federal buyers posted 38 paving, road and parking notices, deduplicated by agency and solicitation number. Eight of them were sources sought notices, which is the moment to send a capability statement before the set-aside decision is made.
- Federal Highway Administration. The largest buyer by count, with 21 of the 52 open notices. These are project numbers, not descriptions: reconstruction of Road 107 in Olympic National Park, the Minuteman Missile access road in North Dakota, Yellowstone Trail Road in Idaho, Burro Creek Road in Arizona and a Northeast Region pavement and bridge preservation contract.
- Navy and Air Force. Taxiway repairs at Naval Air Station Oceana and a north auxiliary airfield in South Carolina, plus a service road at Wallace Creek set aside for HUBZone firms.
- VA. Seven open notices for seal and stripe jobs, re-slurry of parking lots and a road loop repair with speed bumps, several set aside for service-disabled veteran owned firms.
- Forest Service and Interior. Road maintenance in the Sheyenne grasslands, administrative parking lot repairs in Colorado and an access road repair at the National Elk Refuge.
Of the 52 open notices, 32 were presolicitations, 11 were solicitations, 5 were sources sought and 4 were combined synopsis and solicitation notices. A presolicitation is a heads up: the bid package comes weeks later, so seeing it early is what gives a small crew time to line up a plant, a sub and a bond.
Who paving contracts are set aside for
Of the 52 open notices, 15 were total small business set-asides, 5 were service-disabled veteran owned set-asides, 2 were 8(a) and 1 was HUBZone. Another 8 said no set-aside used and 21 carried no set-aside field, mostly presolicitations that had not decided yet. Paving is capital heavy, so many large roads are open to everyone, while parking lot and access road jobs under a few million dollars lean small business.
If you are veteran owned, government contracts for veterans shows how VA and Veterans First work. If you hold 8(a), 8(a) and minority owned contracts shows how few 8(a) notices post and where the rest of the work is. Set-asides explained covers the other programs.
Paving NAICS and service codes the matching reads
Put every code you can perform on your profile. The same parking lot job can post under a road code at one office and a building construction code at another, which is why the matcher reads the full notice text and not only the code.
| Code | What it covers | Typical federal notice |
|---|---|---|
| NAICS 237310 | Highway, street and bridge construction | Road reconstruction, resurfacing, taxiway repair, pavement preservation |
| NAICS 237990 | Other heavy and civil engineering construction | Airfield work, large parking areas, erosion control |
| NAICS 238990 | All other specialty trade contractors | Seal coating, striping, crack sealing |
| NAICS 236220 | Commercial and institutional building construction | VA parking garage and parking lot projects written as construction |
| NAICS 561790 | Other services to buildings and dwellings | Parking lot sweeping and small maintenance |
| PSC Y1 and Z1 groups | Construction and repair of facilities | VA and Army "Z1" and "Y1" repair notices for lots and roads |
What decides whether you win a government paving contract
- Bonding. Construction over 150,000 USD needs bid, performance and payment bonds. Talk to your surety before you chase a federal road, since the single project limit decides which notices you can enter.
- Davis-Bacon wages. Paving crews are paid the prevailing wage for each trade on the attached wage determination. Price operators, truck drivers and laborers from it, not from your usual rates.
- Haul distance and plant location. Hot mix cools. A notice 90 minutes from your plant is a different bid than one 20 minutes away, and the evaluation looks for a plant you control or a supplier you can name.
- Weather windows. Federal lands roads in the mountain states can only be paved in a short season. A presolicitation seen in October gives you the winter to get bonding and a schedule ready for spring.
- Small jobs first. Seal and stripe or a parking lot repair under the simplified acquisition threshold, now 350,000 USD, uses faster procedures. A VA parking lot job is how a crew builds the past performance that a Forest Service road award asks for.
How paving bid matching works
- Describe what you pave in one line. Asphalt paving, resurfacing, chip seal, crack seal, parking lot repair, striping, taxiway repair, aggregate roads. The matcher reads the full notice text against it, so a project number with no description still reaches you when the scope is a road.
- We read every new notice. Each federal solicitation, presolicitation and sources sought notice is read in full the morning after it posts, not only the title and the NAICS code.
- Each notice gets a score out of 100 with a reason. Scope fit, set-aside eligibility, place of performance and days left to respond, so a taxiway repair an hour from your plant ranks above a road three states away.
- You get one short list. The best fits first, with the due date and the award history of similar contracts, so you know who won the last pavement contract at that park or base before you price the next one.
Who pays for a paving bid list
- Paving and asphalt contractors. Firms that already pave for counties and developers add federal lands roads and base work near their plants.
- Sealcoating and striping crews. A striping crew sees VA and Army parking lot notices before the quote date.
- Grading and site work contractors. Aggregate road maintenance and access roads fit equipment you already own.
- Veteran owned and HUBZone firms. A service-disabled or HUBZone owned paver sees the set-asides ranked above the notices it cannot bid.
- Estimators. A firm that bids three federal jobs a month needs the right three with the due date, not fifty project numbers to open one by one.
Ways to find paving bids compared
| Option | What you get | What it costs | Where it falls short |
|---|---|---|---|
| SAM.gov saved searches | Every federal notice by keyword or code, emailed raw | Free | |
| Construction bid feeds | Plans and notices by trade | From a few hundred USD a year | |
| Bid aggregators | Federal, state and local notices in one feed | From about 599 USD a year for one state on BidNet Direct to five figures nationally | |
| Research databases | Award history, forecasts, contacts | GovTribe from 1,500 USD a year, GovWin IQ quoted in five figures | |
| FederalContracts | Federal notices scored out of 100 against your services, codes and set-asides, with the reason and the deadline | 129 USD a month, or 768 USD a year on Bid Desk |
If most of your paving comes from state DOT lettings and county bids, those portals matter more than anything we do. If the problem is catching the few federal road, parking and airfield notices that fit your plant radius before the response date, the ranked list is what saves the time. Government bidding sites compared lists the official portals and paid services side by side.
What paving contractors get on each plan
- Bid Desk, 129 USD a month or 768 USD a year. Federal solicitations, 1 company profile, 3 seats, 5 saved searches, a daily ranked digest, deadline reminders and 3 years of competitor award history, so you see who paved the last road before you price.
- Capture, 349 USD a month or 2,088 USD a year. Federal solicitations plus New York City bids from the City Record, 5 business lines (for example highway paving, airfield pavement and parking lot work as separate lines), 15 seats, per business line digests and full award history with exports.
Every plan feature is on our plans and pricing page. Annual billing costs half of twelve monthly payments.
How do I bid on government paving contracts?
Register in SAM.gov, add NAICS 237310 and your paving capabilities, then answer open solicitations. Larger roads are sealed bids with bonds, while parking lot and access road jobs often use quotes. Read the attached wage determination and plans before you price, and check the response date, since presolicitations come weeks before the bid package.
What is the NAICS code for paving contractors?
Most federal paving work posts under NAICS 237310, highway, street and bridge construction. Airfield pavement may use 237990, seal coating and striping 238990, and parking lots written as building work 236220. Federal buyers pick the code that fits the main part of the work, so list every code you can perform.
Who buys the most government paving work?
The Federal Highway Administration buys the most by notice count. Of the 52 paving and road notices open on October 31, 2026, 21 came from FHWA offices working for national parks and refuges, 18 from the Department of Defense and 7 from VA. The Forest Service and Interior add smaller road maintenance jobs.
Do I need a bond to bid on a federal paving contract?
Yes, for construction over 150,000 USD you need bid, performance and payment bonds under the Miller Act. Below that threshold agencies use other payment protection. Ask your surety for your single project and aggregate limits before you enter a federal road, since they set which notices are realistic.
Are government paving contracts profitable?
They can be, because payment is reliable and federal agencies pay under the Prompt Payment Act, but margins thin out when haul distance, prevailing wages and weather delays are priced wrong. Contractors that win repeatedly bid within their plant radius, keep bonding ready and treat each park or base as a repeat customer.
