Government food service contracts and catering bids for food service contractors

Government food service contracts are posted on SAM.gov every week, but most of them are titled by an installation, not by what you cook. On October 29, 2026 the public SAM.gov file held 7,258 federal solicitations with a response date still ahead, and 25 of them were food service operations: full food service, dining facility staffing, catered meals and cafeteria or concession work. Another 39 were food products for troops, prisons and USDA programs. In the last 30 days agencies posted 23 food service notices, 20 of them from the Department of Defense. FederalContracts reads every new federal notice the morning after it posts, scores it out of 100 against your menu of services, codes, set-asides and states, and sends one short list with the best fits first.

A caterer in Georgia and a produce distributor in Iowa should not be reading the same list.

How do you get a government food service contract?

You get a government food service contract by registering in SAM.gov, then answering open solicitations under NAICS 722310 (food service contractors), 722320 (caterers) and 722514 (cafeterias), or the food product codes in 311 and 4244 if you supply food. Army installations post most dining facility work. Each notice sets its own bonding, staffing and wage rules, so read the full solicitation before you price.

Where the work is Typical buyers What it looks like
Full food service and dining facilities Army installations and National Guard training sites Run the dining facility, cooks, servers, kitchen patrol, food cost often included
Catered meals and field feeding Army, Special Operations Command, military entrance processing stations Boxed or hot meals for a training event, a drill weekend or a surge
Cook and kitchen staff only State Department, embassy guard quarters, military treatment facilities A cook for a Marine security guard detachment, nutrition care services at clinics
Concessions and cafeterias Parks, courthouses, federal buildings, bases Food and beverage operations paid for by sales, not by the agency
Food supply DLA Troop Support, Bureau of Prisons, USDA Agricultural Marketing Service, VA Produce, bread, dairy, religious diet items, canned fruit and beef for food assistance

The ranked list covers the SAM.gov side every morning. On Capture it adds New York City bids from the City Record, so a city agency catering order and an Army dining facility notice land in the same list. Other states and cities are not covered, and orders placed only through a prime vendor program do not reach SAM.gov.

Food service contracts for bid in a typical month

In the 30 days before October 29, 2026, federal buyers posted 23 food service notices with a response date still ahead, deduplicated by agency and solicitation number. Five were sources sought notices, which is the moment to answer with a capability statement before the set-aside decision is made.

  • Army and National Guard. Of the 25 open food service notices, 17 came from Army offices: full food service at Fort Bragg, Fort Rucker and Presidio of Monterey, dining facility food service for a Regional Training Institute and the New Mexico National Guard, kitchen patrol services, and noon meals at the San Juan military entrance processing station.
  • Special Operations and Navy. A mobile food service field feeding requirement for the 75th Ranger Regiment and a sole source catering notice at the United States Naval Academy.
  • Civilian agencies. The State Department posted cook services notices for Marine security guard quarters, Immigration and Customs Enforcement asked for packaged food delivery and VA posted food service for a treatment center.
  • Overseas catering. Army contracting offices posted catered meals in Panama, Colombia and Cambodia that are open to any size company with no set-aside, so a US caterer with an export plan can see them.

The supply side is bigger by count. Of 39 open food product notices, 17 came from the USDA Agricultural Marketing Service for domestic food assistance purchases such as canned fruit, beef and shell eggs, 9 from the Bureau of Prisons for subsistence including religious diet requirements, and 7 from DLA Troop Support for fresh fruit, vegetables and bakery products. A notice titled "Fort Bragg, NC FFS" never says "catering company", which is why the matcher reads the full notice text, not only the title and the code.

Who food service contracts are set aside for

Of the 23 food service notices posted in the last 30 days, 10 were total small business set-asides, 6 were marked no set-aside used and 7 had no set-aside field at all, mostly sources sought and presolicitation notices. Most dining facility work is small business friendly because the labor is local and the contract value is modest, but check the size standard for your NAICS code in the SBA table, since receipts limits differ between food service contractors and caterers.

Three programs change who can win. The AbilityOne Program is a mandatory source for some full food service and mess attendant work at installations, so a notice may be closed to everyone else. The Randolph-Sheppard Act gives state licensed blind vendors a priority on cafeterias and vending in many federal buildings. Veteran status helps elsewhere, and government contracts for veterans explains how Veterans First works at VA. If you hold 8(a), 8(a) and minority owned contracts shows how few 8(a) notices post and what else to bid.

Food service NAICS and service codes the matching reads

Put every code you can perform on your profile. The same dining facility requirement can post under 722310 at one installation, under a catering code at another and under a lodging code when meals come with rooms.

Code What it covers Typical federal notice
NAICS 722310 Food service contractors Full food service, dining facility operation, cook services, noon meals
NAICS 722320 Caterers Catered meals for events, training and overseas exercises
NAICS 722514 Cafeterias, grill buffets and buffets Cafeteria and snack bar operation in federal buildings
NAICS 721110 Hotels and motels Lodging and meals for mobilizing National Guard units
NAICS 311 Food manufacturing Canned fruit, shell eggs, bread and bakery products, frozen beef
NAICS 4244 Grocery and related product wholesalers Fresh produce, dairy and packaged food delivery
PSC S203 Housekeeping, food service Mess attendant and dining facility attendant services
PSC 89 group Subsistence Meat, produce, bakery and dairy for troops and prisons

What decides whether you win a government food service contract

  • Wage determinations. Food service is a service contract, so the Service Contract Act applies above 2,500 USD. Price each labor category, such as cook, baker, food service worker and dining facility attendant, from the attached wage determination including fringe, and do not guess from local rates.
  • Government furnished or contractor furnished food. Some Army full food service contracts provide the food and you supply labor, others expect you to buy the food too. The first changes your price by millions on a large site, so read the pricing schedule before you bid.
  • Sanitation and inspection. Notices ask for food safety plans, certified food protection managers, public health inspections and and a quality control plan the contracting officer reviews.
  • Staffing and access. Base access, background checks and sometimes citizenship rules slow a start date. A bidder that has people cleared and ready beats one that promises to recruit.
  • Surge and field feeding. Training weekends and exercises create short notice orders. Evaluation weighs whether you can deliver at the site and the hour, with equipment, not only whether your price is lowest.
  • Small jobs first. Contracts under the simplified acquisition threshold, now 350,000 USD, use faster procedures and are usually set aside for small business. A noon meals order at a processing station builds the past performance that a full food service award asks for.

How food service bid matching works

  • Describe what you cook or supply in one line. Full food service, dining facility staffing, catering, cafeteria operation, field feeding, packaged food delivery. The matcher reads the full notice text against it, so a notice titled by an installation and a solicitation number still reaches you when the scope is meals.
  • We read every new notice. Each federal solicitation, presolicitation and sources sought notice is read in full the morning after it posts, not only the title and the NAICS code.
  • Each notice gets a score out of 100 with a reason. Scope fit, set-aside eligibility, place of performance and days left to respond, so a dining facility within driving range of your kitchen ranks above an overseas catering notice.
  • You get one short list. The best fits first, with the due date and the award history of similar contracts, so you know who held the last food service contract at that post before you price the next one.

Who pays for a food service bid list

  • Food service contractors. Firms that already run dining facilities or institutional kitchens add Army, Guard and VA sites near their crews.
  • Caterers. A caterer that does corporate and event work sees the meal orders for training weekends and processing stations before the quote date.
  • Food distributors and producers. A produce, bakery or protein supplier sees DLA, Bureau of Prisons and USDA solicitations in the right delivery area.
  • Veteran owned and small disadvantaged firms. A veteran or 8(a) owned food firm sees the set-asides ranked above the notices it cannot bid.
  • Owners writing their own proposals. A firm that answers three federal notices a month needs the right three with the due date, not a hundred installation notices to sort.

How do I get a government catering contract?

Register in SAM.gov, add NAICS 722320 and your catering capabilities, then answer open solicitations and sources sought notices. Most catering orders are small simplified acquisitions with quote dates inside a week, so a ranked daily list matters more than a generic search. Win a meal order at one installation and use it as past performance.

What is the NAICS code for food service contractors?

The NAICS code for food service contractors is 722310, which covers firms that run dining facilities and cafeterias under contract. Caterers use 722320 and cafeterias, grill buffets and buffets use 722514. Food suppliers use codes in 311 for manufacturing and 4244 for wholesale. Federal buyers often pick the code that fits the main part of the work.

Who buys the most government food service?

The Army buys the most. Of the 25 food service operation notices open on October 29, 2026, 17 came from Army offices, including installations and National Guard training sites. Smaller buyers include Special Operations Command, the Navy, the State Department, Immigration and Customs Enforcement and VA. On the supply side USDA, the Bureau of Prisons and DLA lead.

What is a full food service contract?

A full food service contract hands a contractor the whole dining facility operation on a military installation, from cooks and servers to cleaning, and sometimes buying the food. It usually runs one base year plus option years and is priced from a Service Contract Act wage determination. Smaller scopes cover only dining facility attendants or kitchen patrol.

Do I need a SAM registration to bid on food service contracts?

Yes. You need an active SAM.gov registration to receive a federal award, and many agencies check it before they accept a quote. Registration is free and takes a few weeks the first time, so start before you find the notice you want. Overseas catering and State Department cook services ask for the same registration.

Are government food service contracts profitable?

They can be, because payment is reliable and terms often run a base year plus option years, but margins are thin when the wage determination, food cost and surge staffing are priced wrong. Contractors that win repeatedly price labor from the wage determination, keep a bench of trained cooks and treat each installation as a repeat customer.
